Renewable Energy and Efficiency Trade‐Offs in Africa: Capacity Heterogeneity, Governance, and Policy Pathways for Sustainable Development

Africa's energy transition is central to achieving the Sustainable Development Goals (SDGs); however, renewable deployment often generates efficiency trade‐offs that remain underexplored. This study examines the relationship between renewable energy and energy efficiency across 19 African economies from 2000 to 2020, emphasizing temporal variation, system capacity, and the role of governance. Using advanced econometric methods: common correlated effects pooled (CCEP), system GMM, cross‐sectionally augmented autoregressive distributed lag (CS‐ARDL), and capacity‐cluster analysis, the results disclose a consistent short‐run efficiency drop of approximately 1% per 1000 MW deployed. These trade‐offs were minimal between 2000 and 2010 but became increasingly noticeable after 2011–2020 (−1.023 × 10 −5 , p = 0.015), reflecting rising system coordination challenges. CS‐ARDL cointegration analysis reveals 17% annual error correction toward long‐run equilibrium (ECT = −0.172, p < 0.10), confirming that efficiency improvements depend on institutional capacity and infrastructure preparedness rather than capacity scale alone. Robustness validation through Driscoll–Kraay estimation (−1.12 × 10 −5 , p < 0.001) and dynamic fixed‐effects decomposition strengthens findings across alternative specifications, demonstrating coefficient consistency (−3.33 to −11.2 × 10 −5 ) despite magnitude variation. Cluster analysis shows that medium‐capacity systems encounter the sharpest efficiency losses, high‐capacity systems moderate declines, and low‐capacity systems experience negligible effects. Governance and focused policy interventions reduce efficiency losses by 7%, affirming institutional moderating roles. Renewable deployment supports efficiency gains when scaled to economic output (7.07 × 10 −8 , p = 0.0011). This study directly contributes to SDGs 7 and 13 by offering capacity‐sensitive evidence for Africa's energy transition, highlighting policy pathways operationalized through SEFA, AREI, and regional power pools.
