Research on transformation and application of Chinese planning standards in overseas industrial parks along the belt and road based on actor-network perspective

The “soft connectivity” of rules and standards is a crucial support for the high-quality development and construction of the Belt and Road Initiative. China and countries along the route have jointly established over a hundred overseas industrial parks, significantly promoting the internationalization of Chinese planning standards. However, differences in planning standards and application environments between China and foreign countries limit the effectiveness of Chinese standards in overseas industrial parks, affecting the international expansion of China's design consulting industry. This paper selects the Eastern Industrial Zone in Ethiopia, the China-Belarus Industrial Park, and the China-UAE Capacity Cooperation Demonstration Park as case studies. From the perspective of Actor-Network Theory, it explores the organizational models and effectiveness of the three core actors—planners, approvers, and developer—in the transformation and application of planning standards in overseas industrial parks. The paper considers the process of overseas planning cooperation comprehensively and constructs an actor-network model covering the stages of pre-planning, planning, approval, and implementation. This provides theoretical guidance and a reference framework for the international transformation of Chinese planning standards, promoting their global application and practice.
