摘要与影响
Digital recruitment is often evaluated by deployment, competition and speed, yet these indicators say little about whether an applicant can understand, correct or challenge an adverse decision. This article investigates the design of contestability in Kazakhstan’s digital civil-service recruitment, with particular attention to the E-qyzmet selection environment. The documentary base combines the Agency’s annual civil-service reporting series for reform years 2018–2024 and its 2024 administrative competition reporting, compiled as of 1 January 2025, with the recruitment rules applicable to digital competitions in 2024–2025 and a separately dated comparison with the rules effective in 2026. The analytical framework distinguishes four interfaces: entry requirements, assessment and explanation, activation of review, and corrective feedback. Formal legal provisions establish complaint, inspection and documentary-access routes that are much less prominent in the achievement-oriented reporting series. This contrast is treated as a genre-conditioned visibility asymmetry, not as evidence that safeguards are absent or ineffective. Connecting policy-instrument calibration to administrative-burden theory clarifies how state-imposed rules may generate learning, compliance and psychological costs even in a voluntary, competitive selection process. The contribution is an evidence-sensitive model of contestability that separates legal specification, public intelligibility and demonstrated operation, and identifies what a credible audit of digital recruitment would need to measure. A limited open-data check is also used to identify which aggregate recruitment, testing and oversight variables are publicly recorded, without treating those series as candidate-level evidence of review.
