China’s critical minerals development strategy

Critical minerals have become central to the global green transition, linking decarbonization, industrial policy, and geopolitical rivalry. This paper examines China’s critical minerals strategy. Drawing on policy analysis and case evidence from China’s domestic governance and overseas engagements, the paper shows how China has moved from reactive resource protection towards a system-shaping approach that combines industrial coordination, environmental governance, trade measures, and financial infrastructure.
