Development of an Integrated Tax Management System Through an Agile Framework to Optimize Ceta's Technological Infrastructure

The Centro de Estudios Tributarios (CETA) confronts significant operational challenges stemming from obsolete technological infrastructure characterized by legacy information systems, fragmented data silos, manual processes, and critical security vulnerabilities. This research presents a comprehen- sive digital transformation initiative leveraging the Scrum agile framework to systematically modernize CETA's technological infrastructure, enhance operational efficiency, ensure organizational sustainability, and catalyze strategic growth. The proposed methodology addresses the fundamental technological obsolescence affecting over 20 independent databases while serving 19,315 active users. Key contributions include the development of a tailored agile framework for tax management systems, implementation of centralized data architecture, deployment of secure transactional portals, and creation of integrated mobile applications. The transformation initiative demonstrates measurable improvements in system reliability, operational efficiency, and strategic decision-making capabilities, positioning CETA as a benchmark for digital tax management excellence in Colombia's public sector.
