摘要与影响
Climate insurance has emerged as a central component of global climate-resilience strategies, yet its implementation in Africa remains fragmented and its contribution to resilience poorly understood. Existing scholarship is dominated by context-specific case studies and technical analyses, offering little comparative insight into regional disparities, structural constraints, and the conditions under which insurance can meaningfully reduce climate vulnerability. This study provides an overview of the latest set of quantitative evidence on climate insurance in Africa by examining regional implementation patterns and the systemic barriers that constrain program uptake and effectiveness. The study employed a systematic review and structured quantitative synthesis in accordance with PRISMA 2020 standards, integrating data from major climatefinance institutions, national programs, and peerreviewed literature published between 2005 and 2023. The results highlight pronounced spatial and temporal heterogeneity. East Africa exhibits the highest levels of uptake and program density, followed sequentially by West Africa, Southern Africa, North Africa, and Central Africa. Despite the expansion of initiatives, from fewer than five in 2005 to more than ninety by 2023, overall coverage remains critically low, with only 6–7 million smallholder farmers insured out of an estimated potential market of 35 million. Barriers are structurally embedded rather than behavioural, driven by unaffordable premiums, basis risk, data and infrastructure limitations, regulatory ambiguity, and trust deficits. The study indicates that climate insurance alone cannot close Africas protection gap without coordinated reforms that combine premium support, data-system strengthening, regulatory harmonization, and integration with agricultural extension and social protection systems.
