Research on Smart City-Driven Grassroots Governance Innovation—A Case Study of Smart Community Construction in Chengdu

数字治理赋能已成为超大城市基层治理现代化的核心路径。在智慧城市纵深推进背景下，数字技术重构治理结构、重塑主体关系、重塑服务供给逻辑，为基层治理模式转型提供新的范式支撑。本文以成都市智慧社区为案例，采用文献研究与半结构化访谈相结合的案例研究方法，基于数字治理、城市规划、信息技术与社会治理等理论框架，系统剖析成都智慧社区的顶层架构、平台运行与场景落地逻辑，梳理其治理成效与内在生成机理；从技术锁定、制度壁垒、文化惯性与主体利益分化四维深度解构现实瓶颈，并从制度建构、技术迭代、多元协同、人才赋能层面提出具象化、可操作的优化路径。研究旨在揭示智慧城市赋能基层治理的内在机理，为国内同类超大城市推进智慧治理、完善基层治理体系提供理论参照与实践范式。Digital governance empowerment has become the core path for the modernization of grassroots governance in mega-cities. With the in-depth advancement of smart city construction, digital technology reconstructs governance structure, reshapes subject relations and service supply logic, providing a new paradigm for the transformation of grassroots governance models. Taking smart communities in Chengdu as a case, this paper adopts a combined method of literature research, policy text analysis and semi-structured interviews. Based on the theoretical framework of digital governance, urban planning, information technology and social governance, it systematically analyzes the top-level structure, platform operation and scenario implementation logic of Chengdu’s smart communities and sorts out its governance effects and internal formation mechanism. It deeply deconstructs practical bottlenecks from the four dimensions of technology lock-in, institutional barriers, cultural inertia and subject interest differentiation, and puts forward concrete and operable optimization paths from institutional construction, technological iteration, multi-subject collaboration and talent empowerment. The research aims to reveal the internal mechanism of smart city enabling grassroots governance and provide theoretical reference and practical paradigm for similar mega-cities in China to promote smart governance and improve grassroots governance system.
