A Dynamic Explanation of Transparent Governance in Construction Projects under Full-Process Engineering Consulting

本文以全过程工程咨询条件下建设项目为研究对象,考察穿透式治理对推动建设项目绩效所发挥的作用;整合关系治理、契约治理与穿透式治理,以建设项目生命周期为视角解释三元性治理的动态作用情境。研究发现:建设项目的契约道德风险和项目内外部风险具有生命周期差异化特征,多类型项目冲突问题在各个生命周期内动态分布,三元性治理的作用水平在建设项目实施生命周期内动态变化;为了尽可能提高项目绩效,关系治理应集中于项目采购阶段、执行阶段和移交阶段,契约治理和穿透式治理应集中于项目识别阶段、准备阶段、采购阶段和执行阶段;实证研究结果证实了穿透式治理能够显著推动项目绩效,对关系治理和契约治理具有良好的补充作用,在全生命周期内科学配置三元性治理水平能够更有效地推进建设项目有序开展。This study focuses on construction projects under full-process engineering consulting, examining the role of transparent governance in boosting project performance. It integrates relational governance, contractual governance, and transparent governance, using the construction project life cycle to explain the dynamic context of ternary governance. The study finds that contractual moral risks and internal and external project risks vary across the project life cycle. Different types of project conflicts are distributed dynamically throughout the life cycle, and the effectiveness of ternary governance changes over the implementation period. To maximize project performance, relational governance should focus on the procurement, execution, and handover stages, while contractual and transparent governance should concentrate on the project identification, preparation, procurement, and execution stages. Empirical results confirm that transparent governance significantly enhances project performance and complements both relational and contractual governance. Scientifically allocating ternary governance throughout the project life cycle can more effectively facilitate the orderly conduct of construction projects.
