The dynamic capabilities approach, current theory in the field of strategic management, seeks to analyze how companies manage to maintain high performance even in complex and dynamic environments, starting from the understanding of productivity and management of organizational resources.Although it was designed to analyze the performance of for-profit companies that operate in extremely competitive markets, the approach finds applicability in public administration, since, in contemporary times, the environment in which public bodies and institutions operate is marked by greater criticize in the fields of efficiency, accountability, performance, diversification of funding sources for its activities, entrepreneurship, innovation, prioritization of competing and conflicting demands, strategic management of available resources, creation of public value.Such elements block the public administration from adapting its processes, mobilizing its resources and developing organizational capabilities, adjusting to the environmental context.Thus, the article proposes to problematize the limits and possibilities of applying the theoretical-conceptual structure of the dynamic capabilities approach in the context of public administration.
