Legal Regulation of Ecological Tourism: Russian and International Experience

Introduction. This article aims to identify and examine the main areas of ecotourism regulation. It examines in detail the provisions of ecotourism regulations and legislative development trends, including those related to specially protected natural areas. Theoretical Basis. Methods. Issues of legal regulation of ecological tourism in the Russian Federation are considered on the basis of the institution of ecological tourism, the concept of which gradually began to take shape in the research of specialists from various fields, subsequently receiving its development and support at the level of international organizations. The research methods include comparative legal, historical, and other methods used in the social sciences. Results. This article examines international regulations governing ecotourism. A definition of ecotourism for legal regulation purposes is provided. The author substantiates the thesis regarding the lack of clear regulation of ecotourism within Russian legislation. Discussion and Conclusion. At this stage of legal regulation, two objectives exist: 1) establishing a conceptual framework for ecotourism and its entities; 2) providing environmental entrepreneurs with special guarantees and support measures. Addressing these gaps will open up opportunities for environmental entrepreneurs to use their resources and activities to preserve the environment.
