The high-quality integrated development of the Yangtze River Delta and the innovation of governance mechanism

This chapter proposes that market integration is the foundation and key to high-quality integrated development in the Yangtze River Delta region. The implementation of this national strategic plan should start with the integration of regional markets in the Yangtze River Delta region. Regional market integration can help to form a unified market for integrated development, based on a strong domestic market that can transform the pattern of China’s economic globalization and help to enter the track of innovative development. Building, improving, and innovating regional governance mechanisms by shifting from encouraging competition among local governments in the past to promoting cooperative governance among local governments is the most effective way to promote high-quality integrated development in the Yangtze River Delta region within the existing administrative system. To this end, we need to use competition policy as a means and mechanism to promote the integrated development of the “chessboard”, to coordinate other economic policies on the basis of competition policy, and to create an environment of policy synergy for market integration.
