Policy Evaluation and Gap Identification of Local Government Support for Green Technological Innovation

Sound and effective policy supply acts as a key driving force for advancing green technological innovation and facilitating the comprehensive green transformation of the economy and society. Adopting the policy text analysis method, this study conducts systematic coding on the science and technological innovation- related policy contents in the 14th Five-Year Ecological and Environmental Protection Plans of 31 provinces, autonomous regions, and municipalities directly under the central government in China. Centering on the main line of “resource allocation, ” this paper explores the characteristics and patterns of local government support for green technological innovation. The findings are as follows: First, policy priorities are highly concentrated in six key areas, namely energy, industry, construction, transportation, agriculture, and unconventional pollutant governance. Second, smoothing the innovation chain through multiple channels serves as an important aspect of supporting green technological innovation, covering strengthening basic research, improving enterprises’ technological innovation capabilities, promoting the integration of multiple types of technologies, and accelerating the transformation of achievements. Third, the current policy system still faces gaps, including homogeneous technological innovation orientation, insufficient empowerment of data elements, and mismatched technological supply and economic development.
